Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Rotary Club of Westlake Village Oakheart Country Music Festival <br />2014 Agreement and Permit Conditions, Conejo Creek Park <br />RECOMMENDATION <br />Authorize General Manager to execute the Rotary Club of Westlake Village Oakheart Country Music <br />Festival (OAKHEART) Agreement for 2014. <br />DISCUSSION <br />In an effort to balance the impact of the significant financial investments on youth sports <br />improvements to the site with the overall community benefit of the OAKHEART, staff has had a series <br />of meetings with ROTARY representatives to discuss an Agreement and Permit for the 2014 <br />OAKHEART. The goal of the meetings was to provide a venue at a reasonable fee while minimizing <br />damage and down time at the site. <br />Additionally, due to complaints from the 2013 OAKHEART event, staff met with residents to <br />discuss and identify issues to be addressed for the 2014 OAKHEART event. As a result, the <br />District hired, at OAKHEART's expense, an independent consultant to develop a Noise Monitoring <br />Plan (Exhibit B) and monitor the event. Staff has circulated the entire agreement to the concerned <br />residents prior to the Board meeting. <br />The Agreement allows for the 2014 OAKHEART event to be conducted Saturday, June 14th from <br />12:00 Noon to 10:30 p.m.; additionally, a set-up day on Friday, June 13th and clean-up half-day on <br />Sunday, June 15th, is included. <br />Payment to the District is $2,500 per full day or a total of $5,000 for the two -and -a -half day usage <br />period. <br />403 West Hillcrest Drive I Thousand Oaks, CA 91360-4223 <br />(805) 495-6471 FAX: (805) 497-3199 Email: parks@crpd.org <br />
