Director GENERAL MANAGER EMERITUS Tex Ward SUBJECT: Rotary Club of Westlake Village Oakheart Country Music Festival 2014 Agreement and Permit Conditions, Conejo Creek Park RECOMMENDATION Authorize General Manager to execute the Rotary Club of Westlake Village Oakheart Country Music Festival (OAKHEART) Agreement for 2014. DISCUSSION In an effort to balance the impact of the significant financial investments on youth sports improvements to the site with the overall community benefit of the OAKHEART, staff has had a series of meetings with ROTARY representatives to discuss an Agreement and Permit for the 2014 OAKHEART. The goal of the meetings was to provide a venue at a reasonable fee while minimizing damage and down time at the site. Additionally, due to complaints from the 2013 OAKHEART event, staff met with residents to discuss and identify issues to be addressed for the 2014 OAKHEART event. As a result, the District hired, at OAKHEART's expense, an independent consultant to develop a Noise Monitoring Plan (Exhibit B) and monitor the event. Staff has circulated the entire agreement to the concerned residents prior to the Board meeting. The Agreement allows for the 2014 OAKHEART event to be conducted Saturday, June 14th from 12:00 Noon to 10:30 p.m.; additionally, a set-up day on Friday, June 13th and clean-up half-day on Sunday, June 15th, is included.
