Holt, Director
Joe Gibson, Director
GENERAL MANAGER EMERITUS
Tex Ward
TO: Board of Directors
FROM: Jim Friedl, General Man
SUBJECT: Governor Brown's April , 5 Executive Order B-29-15 proclaiming a
Continued State of Emergency throughout the State of California due to
severe and ongoing drought & discussion of potential water conservation
& park management options facing the Conejo Recreation and Park
District.
RECOMMENDATION
Discuss potential effect of Governor Brown's April 1 2015 Executive Order B-29-15 on the
water conservation and park management options facing the Conejo Recreation & Park
District.
DISCUSSION
The current statewide drought is entering its fourth consecutive year and the Governor is
ordering significant water reductions in the coming year. The exact manner in which this
Order is implemented will depend in large part on policy choices and actions of the State
Water Board and by the actions of the Metropolitan Water District, its wholesalers and local
water retailers as they all strive to implement this Order consistent with their unique
circumstances.
The District most recently considered its Water Conservation Policy and Practices on March 6,
2014. That board report contains an overview of the District's recent water use history pattern
and some potential "menu" options for consideration when it comes to water use and
conservation. That report is reprinted here in full.
This information should set the stage for a board discussion of the District's water use and
potential future actions which may become necessary in light of this historic drought.
STRATEGIC PLAN COMPLIANCE
Meets 2015 Strategic Plan Element 6.9: Evaluate enhanced recycling and energy
conservation practices.
403 West Hillcrest Drive I Thousand Oaks, CA 91360-4223
(805) 495-6471 FAX: (805) 497-3199 Email: parks@crpd.org
