Holt, Director <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Thousand Oaks Boulevard Specific Plan <br />Direct staff to work with residents, City of Thousand Oaks, property owners, and developers within the <br />Thousand Oaks Boulevard (TOB) Specific Plan area to formulate strategies to satisfy park acreage needs in <br />the TOB Specific Plan area. <br />DISCUSSION <br />TOB Specific Plan <br />The TOB Specific Plan guides development to revitalize, beautify, and create a mixed-use, pedestrian - <br />friendly destination between Duesenberg Drive and Moorpark Road. Spearheaded by local business <br />owners, the award-winning plan lays the foundation for improvements that benefit residents, visitors, and <br />businesses. Future development will focus on this area as a concentrated entertainment, shopping, and <br />mixed-use residential hub that takes a fresh look at how we live, shop, and play. <br />Planned additional dwelling units in the TOB Specific Plan has increased over the last decade. In 20111 <br />the TOB Specific Plan originally contemplated an additional 214 units. In 2016, a General Plan Amendment <br />allocated another 206 mixed used units into the current version of the Specific Plan, and, as a result of the <br />October 2017 City of Thousand Oaks Measure E Analysis, an unknown number of additional units may be <br />allocated in the future. With the growing number of additional units within the TOB Specific Plan, developed <br />parkland becomes essential for the quality of life for the existing and future residents. The task of acquiring <br />and developing parkland within and near the TOB Specific Plan will be difficult due to the availability and <br />high cost of suitable property (in comparison to other areas within the District). <br />Public Parks are Essential "Green" Infrastructure <br />Public parks and open spaces are essential "green" infrastructure vital to the health and welfare of a <br />community. The adequacy, availability, quality, and accessibility of public parks are important <br />considerations for creating a livable neighborhood.
