CONEJO RECREATION AND PARK DISTRICT <br />BOARD OF DIRECTORS <br />SPECIAL MEETING <br />July 28, 2020 <br />4:00 PM <br />HILLCREST CENTER <br />MINUTES <br />1. CALL TO ORDER AND FLAG SALUTE <br />Lange called the meeting to order at 4:00 pm and Holt led the flag salute. <br />2. ROLL CALL <br />Directors Present: Cusworth, Holt, Huffer, Lange, Nickles <br />Directors Absent: <br />Staff Present: General Manager Friedl, Administrators Callis (via Zoom), Hare, Smith, <br />IT Technician Friedrich and Executive Assistant Reynders <br />Also Present: Mark Sellers, District Counsel (via Zoom) <br />3. ITEMS FROM THE PUBLIC <br />IDA <br />EA :1:1 <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to approve the agenda as <br />presented. <br />A. Termination of Porter -Bill Lease Between the California Department of <br />Transportation (Caltrans) and the Conejo Recreation and Park District (CRPD) <br />for approximately 6 acres of land West of 23 Freeway between Paige Lane and <br />Janss Road <br />Friedl reported District Counsel Sellers is attending the meeting virtually and is <br />available for questions. This item is a follow up to an Executive Closed Session held <br />on July 16th which resulted in the proposed action and resolution presented today. <br />Friedl reviewed the history of the Porter Hill Lease which encompasses 8.4 acres of <br />property that runs along the west side of the 23 Freeway between Paige Lane and <br />Janss Road, directly across the freeway from Conejo Creek South Park. The lease <br />is set to expire in six years; it has been active but the District no longer needs the <br />property for park purposes; therefore, there is no longer a need to continue the lease. <br />District will begin clean-up of the area shortly; not all the property in this area is within <br />the CRPD leased area. It seems there is some property owned by Ventura County <br />Watershed Protection District, Temple Etz Chaim and Caltrans. Staff will reach out <br />
