June 1, 2009; Agenda Item No. 15 Resolution No. 09-20 RESOLUTION OF THE SANTA MONICA MOUNTAINS CONSERVANCY AUTHORIZING THE MOUNTAINS RECREATION AND CONSERVATION AUTHORITY PRELIMINARY BUDGET, FY 2009/2010 wHEREAs, the Santa Monica Mountains Conservancy has entered into a j oint powers authority agreement with the Conejo Recreation and Park District and the Rancho Simi Recreation and Park District pursuant to Government Code Section 6500 et. seq. to create the Mountains Recreation and Conservation Authority (the Authority); and WHEREAS, the joint powers agreement requires approval of the budget of the Authority by the Santa Monica Mountains Conservancy; and wHEREAs, the budget of the Authority advances the purposes and objectives of the Santa Monica Mountains Conservancy Act as set forth in Division 23 of the Public Resources Code and the Santa Monica Mountains Comprehensive Plan; and wHEREAs, the official budget, pursuant to Section 11.3 of the Joint Exercise of Powers Agreement of the Authority governs the receipts and expenditures of the Authority; and WHEREAS, the official budget and management budget of the Authority comprise the budget of the Authority; and WHEREAS, the management budgets are exemplifications of the official budget; and WHEREAS, the proposed action is exempt from the requirements of the California Environmental Quality Act (cEQA); Now Therefore Be It Resolved that the Santa Monica Mountains Conservancy hereby: 1. FINDS the adoption of the Preliminary FY 2009/2010 Official budget of the Mountains Recreation and Conservation Authority is necessary to carry out the purposes and objectives of the Santa Monica Mountains Comprehensive Plan and is necessary to carry out the purposes and objectives of Division 23 of the Public Resources Code. 2. APPROVES the Preliminary FY 2009/2010 Official Budget dated June 1, 2009. 3. APPROVES the Preliminary FY 2009/2010 Management Budgets and staff recommendation dated June 1, 2009
