Hot Director <br />The attached chart outlines the key features of the two proposed local government <br />"reform bills", AB 1234 (Salinas) and SB 393 (Ortiz). SB 393 is currently in suspense in <br />the Appropriations Committee. AB 1234, remains active in the current legislative <br />session, and is pending on the floor of the Senate after passing the Assembly without a <br />dissenting vote. <br />AB 1234 is the better alternative, among other reasons, it leaves discretion regarding <br />compensable official duties and reimbursement of actual and necessary travel expenses at <br />the local level. Further, it does not single out special districts, but pertains to all local <br />government. It is supported by a wide contingent of local agencies. <br />Actions required if AB 1234 is enacted include drafting and adopting written policies on <br />the duties for which members may receive compensation, and what occurrences qualify <br />for expense reimbursement and at what rates.
