Members of the Board of Directors of the CRPD, I use the dog park everyday, except in the fall/winter months, when early darkness makes it impossible to use the park. I have waited patiently, along with countless others, for the installation of the lights at this facility. I am urging you to be proactive and to throw all of your support to urging the Planning Commission on Sept. 12, 2005, and the City Council to approve this long overdue project. Please don't allow a militant minority of malcontents, to stop a project that benefits so many and only adds to the quality of life here in Thousand Oaks. This park belongs to all the citizens of Thousand Oaks. It is paid for by the taxpayers. No one should be denied usage and access to any park in Thousand Oaks because of a lack of lights. It is a waste of taxpayers' money to operate an underutilized park, which is inaccessible to anyone after 5:00pm during Standard time. In addition to writing to you as a private citizen, I am representing the 352 residents of Oakbrook Townhomes 1. I am the President of the Homeowners' Association. Many residents here in Oakbrook use this community park on a daily basis. Why should we be denied usage of our neighborhood park? The majority of residents work and cannot use the park until5:00pm on weekdays. The dog park provides a safe and secure place to walk and exercise our dogs. I am enclosing signed requests from. many residents here in Oakbrook asking for the lights to be installed. Why is the dog park being treated differently than the 40 plus other parks in Thousand Oaks? It is, after all, a park used by humans who bring along their dogs. shouldn't the standards and conditions be the same at all the parks- including being a lighted facility? The web page of the CRPD gives the history of the formation of the charter governing the Parks' Department. It states that in 1963, the voters of Thousand Oaks voted to have the CRPD be " an independent special district" with its own Board of Directors, to be maintained as a "separate governmental entity to provide their leisure and recreational needs." Your budget is provided directly from the property taxes of the citizens of Thousand Oaks. As one of those citizens, I am asking for the CRPD to go ahead, as this independent body, and install the lights that we taxpayers have paid for. Please issue a strong statement to the Planning Commission and the City Council that having complied with all of their needless and redundant environmental studies, you will be going ahead with this project.
