Lange, Director Joe Gibson, -Director 2002 Resources Bond Act - California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 in addition to the Per Capita and Roberti-Z'berg-Harris grant programs, the State of California offers two additional funding opportunities under the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002. One is the Youth Soccer and Recreation Development Program and the other is the State Urban Parks and Healthy Communities Program. Each program is competitive and requires a resolution from the agency's governing body to authorize participation in the program. The final filing date for each is November 5', 2004. The Youth Soccer and Recreation Development program provides financial assistance to local agencies and community-based organizations to develop new youth soccer, baseball, softball, and basketball recreation opportunities. The most suitable project for District involvement in this program is the development of the soccer fields at Conejo Creek South. The parking lot and second restroom building will serve as support facilities. Collectively these improvements represent phases two through six of the Conejo Creek Park Master Pian at an estimated cost of $2,375,000 dollars. The grant request will be the maximum amount offered per agency, $1,000,000 dollars. The balance of funding will come from donations provided by the American Youth Soccer Organization, Westlake Rotary Club and Conejo Valley Little League. The format of the State Urban Parks and Healthy Communities Program is almost identical to that of the Youth Soccer and Recreation Development Program however, there is more latitude in what is considered an eligible project. Since "permanent play structures" is included, staff will pursue funding to offset costs associated with the play area renovation at Conejo Community Park. To remain competitive, Staff will demonstrate more than the required 25% minimum match. The project cost is estimated at $375,000 dollars.
