CIP Report — FY 2004/2005 - 4 - June 10, 2004 Grants The District has received grant funding, or has grant fiends pending, from the California Integrated Waste Management Board (CIWMB), Roberti Z'berg Harris (Block Grant) 2000 & 2002, Prop 12 (per capita), Prop 40 (per capita), and Community Development Block Grants (CDBG). Applications are in for Hazard Mitigation Grants and Land & Water Conservation Fund grants. As these grant funds are awarded and received, currently budgeted District funds may be redirected for other capital projects — thus enhancing the number of capital projects possible. Assessment District 62-1 (Districtwide) The other significant source of both capital fiends as well as funds for operations and maintenance is the Districtwide Assessment. In May 2004, the Board reviewed the Preliminary Engineer's Report and set the Public Hearing to order the levy of assessments for June 24, 2004. Since publication of that report in May, there have been significant developments in the State budget (discussed above) which could impair the District's ability to maintain and manage the parks facilities and grounds at current levels. Since Assessment District (62-1) the "Park Maintenance and Recreation Improvement District" was approved by the property owners in large part to ensure adequate park maintenance, staff recommends altering the capital project list contained in the Preliminary Engineer's Report in light of the State budget situation to reflect a revised capital project list. Attachment 2 is the capital improvement list used to create the May 2004 Engineer's Report. Attachment 3 is the recommended revised capital improvement list. These revisions alter or defer 7 of the 11 projects and add 2 additional projects. The net result is a savings of approximately $848,000 in funds planned for capital improvements which will be redirected to keep existing facilities maintained at levels the public currently enjoys. Partnerships & Agreements The District has historically collaborated and cooperated with the City of Thousand Oaks and Conejo Valley Unified School District in a variety of ways to get needed funding for desired community facilities. That spirit of cooperation has also served well with non-profit groups like AYSO & Little League, community service clubs as well as private companies such as Amgen. In order to continue adding high quality recreational and park facilities in the community, those community partnerships and agreements will become more critical.
