GENERAL MANAGER
Tex Ward
DATE:
TO:
FROM:
SUBJECT:
Q0=0 M19MMITHK &MME MMUMMU
March 4, 2004
Board of Directors
Jim Friedl, Assistant General Manager
BOARD OF DIRECTORS
Susan L. Holt, Chair
Michael D. Berger, Vice Chair
Mark H. Jacobsen, Director
George M. Lange, Director
Joe Gibson, Director
Conejo Valley Days 2004 Annual Agreement and Permit Conditions,
Conejo Creek Park
Conejo Recreation and Park District (District) staff and Conejo Valley Activities Corporation
(CVAC) representatives have met to discuss the permit fee for the 2004 Conejo Valley Days (CVD)
Annual Agreement (Agreement). In 2002, the agreement provided for a field rehabilitation fee of
$12,000 plus 4% of net proceeds from the CVD events. The four percent amounted to $3,175.28.
In 2003, the agreement was the same. However, due to the rain last year, additional costs were
incurred by holding over the event by one week to assist the non-profit groups in meeting their
fund-raising goals. Conejo Valley Days suffered a significant net loss and could not make
financial distributions to member organizations. Due to the loss, no "percentage of net proceeds"
funds were due the District. Under the Agreement, the District did receive $12,000.
After the 2001 and 2002 CVD events CVAC set aside funds to be used for capital improvement(s)
benefiting Conejo Creek Park. The concept is that CVAC will continue to add varying amounts to
this capital improvement fiend when they are financially capable. In order to continue that
commitment beyond the initial $40,000 pledge, CVAC must rebuild an adequate "rainy day"
reserve and have a profitable year. At this time, the CVAC Board has not approved the concept of
a joint CRPD/CVAC account held in trust by the Ventura County Community Foundation.
However, CVAC representatives have indicated they continue to hold $40,000 for the purpose of
contributing to a capital improvement benefiting Conejo Creek Park.
The 2004 Annual Agreement, 2004 Permit Conditions and an Annual Agreement Summary are
attached.
Recommendation
Authorize staff to execute the CVD Agreement for 2004 and accept 2004 CVD Permit Conditions.
Respectfully submitted,
im edl
t Gen er anager
JF/ar
Attachment
HILLCREST CENTER • 403 WEST HILLCREST DRIVE - THOUSAND OAKS, CALIFORNIA 91360-4223
(805) 495-6471 • FAX: (805) 497.3199 • E-MAIL: parks@crpd.org • www.crpd.org
