Approve Resolution Number 061517-8, approving the MOU between the District and SEIU <br />Local 721 and adjusting employee compensation and benefits, as outlined herein. <br />2. Authorize budget adjustments as necessary to reflect changes. <br />DISCUSSION <br />The proposed MOU was arrived at through the regular meet and confer process as outlined in state law <br />and as set out under the provisions of District Resolution 6172-A. All agreed upon matters have been <br />incorporated into the proposed MOU. Represented employees are scheduled to determine whether to <br />ratify this agreement on June 14, 2017. <br />During the negotiation process two years ago, there were substantial changes to the then -existing MOU <br />in an effort to simplify and streamline the MOU so that it would be easier to understand. Voluminous <br />sections of the MOU involving policies will be relocated from the prior MOU to an updated Personnel <br />Policy Manual. In some instances, articles of the MOU which were merely restating existing federal or <br />state law were eliminated as redundant and unnecessary since compliance therewith is mandatory <br />whether or not the language appears in the MOU. <br />Due in part to the significant work done by both parties 2 years ago, this year the negotiations moved <br />forward more quickly. In terms of economic changes, the proposed MOU provides for salary <br />adjustments of 2.5% beginning the first pay period including July 1, 2017 and 2.5% salary adjustment the <br />first pay period including July 1, 2018. <br />The provisions below summarize and highlight some of the more significant portions of the proposed <br />MOU that have changed from the existing MOU. <br />Art. 2 -- Term — Two years (July 1, 2017 — June 30, 2019). <br />• Art. 11 — SEIU Dues, Deductions & Agency Shop — This section has been revised to <br />provide an "opt out" - written notification of withdrawal — time period for Union Members <br />should they wish to discontinue Union dues prior to the expiration of the term of the MOU. <br />This section also allows members of a bona fide religion which holds objections to joining or <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223 <br />(805) 495-6471 - FAX: (805) 497-3199 • Email: parks@crpd.org - Website: www.crpd.org <br />
