Boulevard Specific Plan would need to pay their Quimby Fees over the next 3 years to provide <br />sufficient funding for a meaningful park improvement. <br />Project 1.20 Additional Bridge at Wildwood Regional Park. This purpose of this project is to <br />enhance the connectivity among properties within COSCA's largest contiguous open space <br />unit. This bridge would provide a link between Wildwood Regional Park and the Western <br />Canyons, Western Plateau and the Santa Rosa Park operated by the County of Ventura. The <br />bridge will enable hikers to avoid (unauthorized) use of Hill Canyon Road. This bridge would <br />also provide a link between the City's Municipal Service Center and the Hill Canyon Treatment <br />Plant. The project is still in the conceptual planning stages. The City is likely to be the project <br />lead. District funds ($370,000) related to Wildwood storm water impacts and trail & resource <br />protection are available. <br />• Project 3.13 Rasnow Improvements in Open Space. These improvement require property <br />transfers and legal access issues to be resolved. COSCA staff and its consultants are working <br />to resolve these issues. Staff estimates that trail improvements will start after July 2019. Should <br />project be required sooner, staff will notify COSCAICRPD Board and move project <br />up. (note: Funding source remains unidentified at this time). <br />• Evaluating all community centers/buildings as potential historic structures. We will include this <br />evaluation in the scope of work with each individual facility, most likely starting with a needs <br />assessment review of Conejo Community Center (project 3.14). <br />• Year 4 Old Meadows projects. Recreation staff have requested 3 separate projects regarding the <br />existing center (main hall extension, eaves over second story entry and bathroom <br />upgrades). Staff believes it is important to keep these projects on the list for future reference; <br />however, given the ongoing Therapeutic Needs Assessment, there is a possibility these projects <br />could be wrapped into a more substantial project provided funding is identified. <br />Also, although not raised during the May 4, 2017, CRPD Board meeting, staff, in consultation with <br />Cal Water, is moving project 2.05 Convert to Reclaimed Irrigation at North Ranch Playfield from <br />Year 2 to Year 4 because funding to provide the infrastructure from Cal Water to the park <br />property has been delayed. <br />The attached budget document contains more detailed information on the current budget environment <br />facing the District. <br />STRATEGIC PLAN ELEMENT <br />Meets Strategic Plan Vision Statement: To serve our community and be recognized as a top recreation <br />and park district in the nation we must be financially stable. <br />Respectfully submjtt <br />zl <br />Sheol Lewanda, Ate' sfrator <br />M n Aagem at-sd"rvices <br />Attachments <br />
