DEFERRED MATTERS <br />8. NEW ITEMS <br />A. Agreement with Thousand Oaks Soaring Society (TOSS) for Use of Westlake <br />Upper Terrace Area at Sapwi Trails Community Park <br />Hare presented background on the development of the current agreement, which will <br />set aside an area at Sapwi Trails Community Park authorizing TOSS to be the primary <br />community group permitted to utilize the Westlake Upper Terrace. Hare reviewed <br />highlights of the MOU. If approved, staff will meet with representatives from TOSS and <br />the City of Thousand Oaks to begin planning out the area, and to coordinate all the <br />appropriate and applicable permit conditions for its use. <br />Gary Felice, Moorpark resident and TOSS member, thanked the District for their <br />support and spoke in favor of the agreement. He answered Board member's <br />questions. <br />Gibson suggested the following amendments to the Agreement: 1(g) and 1(h), replace <br />the word "officers" with "Board Members". Under #1 of the Agreement, he would like to <br />see a provision with wording to the effect of prohibiting airborne cameras and <br />photographic devices. At 3(d), change the word "insure" to "assure." <br />It was moved by Gibson, seconded by Holt, and carried 4-0 (Jones abstained) to <br />authorize General Manager to enter into an agreement, as amended above, with <br />Thousand Oaks Soaring Society (TOSS). <br />9. ITEMS FOR DISCUSSION <br />A. Resuming Board of Directors Study Session (started on January 8, 2015) to <br />Review and Discuss Conejo Recreation & Park District's Mission, Vision, <br />Statement of Philosophy and Strategic Plan <br />Friedl explained the strategic planning process and how the plan has been refined over <br />the years.
