Add and approve job specification for Grounds Worker III positon (range 43). <br />2. Transfer $31,000 appropriation from Operating Transfer to Salary and Benefits in the <br />Grounds Work Center in the General Fund. <br />3. Appropriate $20,000 from Equipment Reserve Fund for All -Terrain Utility Cart and <br />Accessories <br />DISCUSSION <br />Over the last several years, the District has made progress in the development of Sapwi Trails <br />Community Park, including approval by the City of Thousand Oaks Planning Commission in <br />October 2016. <br />District staff is working with regulatory agencies, consultants (RRM Design Group and First <br />Carbon Solutions), and City of Thousand Oaks staff to develop a package suitable for bidding and <br />construction of the major portions of the project (i.e. off-site street and signal improvements, <br />parking lots, restrooms, bridges, neighborhood park, etc.). Staff estimates to begin construction <br />of the major portions of the project in the Summer of 2017. <br />Between now and the Summer of 2017, District staff will work with groups (i.e. Thousand Oaks <br />Soaring Society, Conejo Disc Golf Club, etc.) and volunteers, as well as outsourcing, to provide <br />labor and materials for portions of the project that do not need to be included in the bidding (i.e. <br />trail maintenance/construction, fencing, directional and educational signage, clear) up, etc.). <br />Staff continually evaluates the level of work required by the Parks and Planning Division, and <br />thus, proposes the creation of a Grounds Worker III position that would be primarily assigned to <br />Sapwi Trails Community Park. This position will greatly enhance the development of the park and <br />the effectiveness of ongoing maintenance and operations post development.
