Conejo Recreation & Park District
GENERAL MANAGER BOARD OF DIRECTORS
Jim Friedl Chuck Huffer, Chair
George M. Lange, Vice Chair
Susan L. Holt, Director
Joe Gibson, Director
Ed Jones, Director
GENERAL MANAGER EMERITUS
Tex Ward
DATE: November 3, 2016
TO: Board of Directors
FROM: Jim Friedl, General Mana
SUBJECT: Proposed First Amendment--- Option and Lease Agreement with T -Mobile West,
LLC, for Modification of Existing Wireless Facility at Dos Vientos Community Park
RECOMMENDATION
Authorize the General Manager to execute an amendment to the Option and Lease Agreement
between T -Mobile West, LLC and the District that will enable T -Mobile West, LLC to implement
modifications to the wireless facility at Dos Vientos Community Park
DISCUSSION
In October of 2012, Conejo Recreation & Park District approved a lease agreement with T -Mobile
for construction of a wireless facility at Dos Vientos Community Park. The agreement included a
capital contribution from T -Mobile of $250,000, in exchange for rent abatement for seven (7)
years. The contribution was used to offset development costs at Del Prado Playfield.
T -Mobile is now proposing an upgrade to the facility, replacing three of the six existing antennas
and three tower mounted amplifiers (TMA's). The replaced panel antennas will be approximately
1.5 feet longer than the existing antennas. Other equipment changes will occur within the vault
but will not require additional space nor affect above ground conditions. The proposed
modifications are in compliance with current federal, state and local -mandated regulations,
including 911 emergency communication services.
The terms and conditions of the First Amendment to Option and Lease Agreement are in
accordance with the original master Lease Agreement executed in 2012, (www.crpd.org/TMO-
), however, the rent will increase by One Hundred Fifty and 001100 Dollars ($150.00) per
month with the start of construction. The additional rent is not abated. Accompanying this report
is the revised payment schedule and the First Amendment to Option and Lease Agreement.
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223
(805) 495-6471 - FAX: (805) 497-3199 • Email: parks@crpd.org - Website: www.crpd.org
