including the power to contract, rent, buy and sell personal or real <br />property. This Commission shall not, except to an insubstantial degree, <br />engage in any activities or exercise any powers that are not in furtherance <br />of the primary purposes of this Commission. <br />(2) No substantial part of the activities of this Commission shall consist of <br />carrying on propaganda, or otherwise attempting to influence legislation, <br />and the Commission shall not participate or intervene in any political <br />campaign, (including the publishing or distribution of statements) on behalf <br />of any candidate for public office. <br />(3) This Commission is organized pursuant to the general non-profit <br />corporation laws of the State of California. It does not contemplate <br />pecuniary gain or profit to the members thereof and it is organized for non- <br />profit purposes. <br />(4) No part of the net earnings of the Commission shall inure to the benefit or <br />be distributable to its members, officers, or other private persons, except <br />that the Commission shall be authorized and empowered to pay <br />reasonable compensation for services rendered and to make payments <br />and distributions in furtherance of the purposes set forth in Article II <br />hereof. <br />(5) Commissioners may not accept gratuities in any form related to their <br />activities as a commissioner. <br />ARTICLE III MEMBERSHIP <br />Section 1 Governinq Bodv <br />The governing body of the Goebel Senior Center Commission shall be known as <br />the Board of Commissioners and shall consist of up to 15 but not less than 7 <br />
