Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Professional Services Agreement with SCI Consulting Group for a Park <br />Impact Fee Nexus Study, Quimby Land Dedication and In Lieu Fee Study <br />and Related Consulting Services <br />RECOMMENDATION <br />Authorize General Manager to enter into a Professional Services Agreement with SCI <br />Consulting Services (SCI) in the amount of $25,500. <br />DISCUSSION <br />On March 20, 2014, the Board of Directors authorized staff to issue a Request for Proposal <br />(RFP) seeking consultants to prepare a park impact fee nexus study, review the Quimby <br />ordinance and provide related consulting services. (See attached Memo Dated 3/20/14). <br />The RFP was posted on the District's website and widely distributed via email to over 25 <br />individuals and firms known to provide such services. The District received 8 proposals in <br />response. District staff conducted telephone interviews with all 8 proposers. <br />Based on the criteria outlined in the RFP, telephone interviews, and as a result of the <br />evaluation process, staff recommends SCI as the top proposer. SCI is a 29 -year old firm <br />which provides financial consulting services to public agencies including the preparation of <br />park impact fee nexus studies and analysis of Quimby programs.
