September 22, 2016 <br />Page 3 <br />Hare reported the bid was advertised over a month ago. Seven bids were <br />received; the low bid was from Unlimited Engineering. Unlimited Engineering has <br />previously completed several projects for the District. Hare went on to explain the <br />funding for this project, which includes $325,000 from the unassigned fund balance. <br />Ann Wright, Newbury Park, spoke in favor of the pickleball courts and expressed <br />her desire to form a non-profit pickleball organization. She has spearheaded an <br />effort to raise over $5,000. <br />Bill Clark, Simi Valley, spoke in favor of the pickleball courts. <br />It was moved by Gibson, seconded by Jones, and carried 5-0 to: <br />1. Determine that the Rancho Conejo Pickleball Courts and Turf <br />Conversion Project is categorically exempt from the California <br />Environmental Quality Act (CEQA.) <br />2. Approve construction of six lighted Pickleball Courts and Turf <br />Conversion at Rancho Conejo Playfield. <br />3. Recognize $50,000 of rebate revenue and increase appropriation of this <br />project <br />4. Transfer $50,000 from Turf Conversion Accounts to this project. <br />5. Appropriate $325,000 from Unassigned Fund Balance. <br />6. Award bid to Unlimited Engineering for $488,500 (Base Bid $388,500 plus <br />Bid Alternate #2 Light Poles and Fixtures $100,000) plus contingency in <br />the amount of $47,750, totaling $536,250 for grading, installation of <br />courts, surfacing, fencing, lighting, modification to existing irrigation <br />system and installation of new irrigation, planting, turf conversion and <br />mulch groundcover Installation. <br />C. Award Bid for Walnut Grove Neighborhood Park Playground Improvement <br />Project in the amount of $375,250 <br />Hare reported a bid notice was advertised and four bids were received; FS <br />Contractors provided the lowest bid. This firm has previously done work for the <br />District.
