Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Expansion of Las Flores Community Garden and Memorandum of <br />Understanding <br />RECOMMENDATION <br />Authorize General Manager to enter into a new Memorandum of Understanding with Las <br />Flores Community Garden. <br />DISCUSSION <br />The Las Flores Community Garden currently operates under a March 15, 2012 Memorandum <br />of Understanding (MOU) with Conejo Recreation & Park District. <br />Due to the success of the Garden (a waiting list of 75 potential members; on average members <br />are on the wait list for 12 — 18 months), the District is proposing a new MOU (attached). The <br />new MOU, although very similar to the current MOU, provides some substantive changes, <br />most significantly, a .79 -acre expansion to the current 1 -acre Garden. Additionally, the <br />proposed five-year MOU outlines the rights and responsibilities of each party and the <br />guidelines of operation. <br />The .79 -acre expansion (see attached) is estimated to cost approximately $50,000 (fencing, <br />gates, irrigation, etc.) and would be proposed for construction in the District's FY 2014 — 2015 <br />budget. The expansion would also include the potential addition of 84 plots (for a new total of <br />209 plots), 11 children's plots, and 3 monarch butterfly areas. <br />The Garden is managed by a volunteer board of directors, and offers 10' x 20' plots to district <br />residents for an annual fee of $45 dollars plus a refundable one-time clean-up fee of $20 per <br />plot.
