DISCUSSION
A Notice Inviting Bids was advertised in the Ventura County Star, Construction Bidboard, Inc.,
Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District
website. Eleven interested bidders attended the mandatory pre-bid meeting held at the site on
Tuesday, August W1. Seven bids were received and were opened at 10:00 a.m. on
Wednesday, September 7th
Vendor
(A)(B)
Pickleball
Courts
Alt. #1*
(A+B)
Base Bid
(C)
Alt. #2**
Hughes General Engineering
$603,770
$107,037
$710,807
$ 82,730
AVA Builders
$602,720
$265,500
$868,220
$100,800
C.S. As a result, prior to the bid, the District clearly specified in the Notice for Inviting Bids
the base bid was the combination of the Pickleball Courts and Alternate #1 Turf Conversion.
The additional $40,000 will come from existing turf conversion resources.
Staff is recommending an additional appropriation of $325,000 from Unassigned Fund Balance
to provide a complete project, including alternate #2 light poles and fixtures. Lighting the courts
will provide an amenity similar to the facilities' adjacent tennis courts, thus providing numerous
additional hours, especially during the winter months, for Pickleball play, programming and
instruction. Staff has been in discussions with potential Pickleball users of the facility, and these
patrons have pledged to raise $5,000 to donate at the end of the project for the installation of
the lights.
At the April 2016 Board retreat, the Board discussed utilizing up to $2,000,000 of Unassigned
Fund Balance towards future capital projects. As a result, staff is recommending appropriating
$325,000 of the approximate remaining $1,050,000 towards this project, leaving a balance of
approximately $725,000 in Unassigned Fund Balance for future capital projects. Staff
anticipates receiving bids for Sapwi Trail Community Park within the next ten to twelve months
and envisions holding nearly all of the remaining funds in Unassigned Fund Balance until
sometime after bid opening for Sapwi Trails Community Park.
The low bid received from Unlimited Engineering meets all the required specifications.
Recommendation for award is based on the base bid. Unlimited Engineering is a qualified
Contractor, with an A - General Engineering Contractor license and has performed projects of
similar size and scope including several projects with the District.
