<br />A Notice Inviting Bids was advertised in the Ventura County Star, Construction Bidboard, Inc.,
<br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District
<br />website. Eleven interested bidders attended the mandatory pre-bid meeting held at the site on
<br />Tuesday, August W1. Seven bids were received and were opened at 10:00 a.m. on
<br />Wednesday, September 7th

<br />Just prior to bid, Metropolitan Water District notified the District that Rancho Conejo Playfield
<br />was removed from the waiting list and approved for turf rebate funding in the amount of
<br />$50,000. As a result, prior to the bid, the District clearly specified in the Notice for Inviting Bids
<br />the base bid was the combination of the Pickleball Courts and Alternate #1 Turf Conversion.
<br />The additional $40,000 will come from existing turf conversion resources.
<br />Staff is recommending an additional appropriation of $325,000 from Unassigned Fund Balance
<br />to provide a complete project, including alternate #2 light poles and fixtures. Lighting the courts
<br />will provide an amenity similar to the facilities' adjacent tennis courts, thus providing numerous
<br />additional hours, especially during the winter months, for Pickleball play, programming and
<br />instruction. Staff has been in discussions with potential Pickleball users of the facility, and these
<br />patrons have pledged to raise $5,000 to donate at the end of the project for the installation of
<br />the lights.
<br />At the April 2016 Board retreat, the Board discussed utilizing up to $2,000,000 of Unassigned
<br />Fund Balance towards future capital projects. As a result, staff is recommending appropriating
<br />$325,000 of the approximate remaining $1,050,000 towards this project, leaving a balance of
<br />approximately $725,000 in Unassigned Fund Balance for future capital projects. Staff
<br />anticipates receiving bids for Sapwi Trail Community Park within the next ten to twelve months
<br />and envisions holding nearly all of the remaining funds in Unassigned Fund Balance until
<br />sometime after bid opening for Sapwi Trails Community Park.
<br />The low bid received from Unlimited Engineering meets all the required specifications.
<br />Recommendation for award is based on the base bid. Unlimited Engineering is a qualified
<br />Contractor, with an A - General Engineering Contractor license and has performed projects of
<br />similar size and scope including several projects with the District.
