Status Report Of Current Capital Improvement Projects <br />Relative to the Newbury Gateway Park, Sorensen said that <br />the City of Thousand Oaks is planning a series of public <br />hearings, and concern has been expressed about the lack <br />of on-site parking. In response to Gillette's inquiry, <br />Sorensen agreed that, presumably, there is some public <br />parking in the nearby shopping center because of the <br />public library. <br />Referencing the aocumentation, Sorensen said that the <br />list of Capital Improvement Projects does not include <br />those projects approved by the Board on August B. <br />In response to Berger's inquiry, Sorensen explained that <br />the first phase of the Pepper Tree Playfield parking lot <br />project specifies asphalt fines surfacing, the subsequent <br />phase specifies regular asphalt paving, and the fines <br />surfacing work was completed earlier in the day. <br />In response to Lange's inquiry, Sorensen explained that <br />the pitch of the roof and color of the structure of the <br />Willow Bend restroom at Conejo Creek North Park will be <br />very similar to existing park and library architecture. <br />Staff noted that AYSO (American Youth Soccer <br />Organization) will begin using the Pepper Tree Playfield <br />on September 7, a celebration bar -be -cue is planned, and <br />Board members are invited to attend. <br />In response to Jacobsen's concern about unmet recreation <br />needs and the distribution of Quimby funds, Ward <br />explained that within the context of legal restrictions <br />and consistent with court cases, the first priority of <br />Quimby funds' distribution is to the zone which generated <br />the funds. Secondarily, based on Board policy, 50 <br />percent of the funds can be attributed to facilities such <br />as playfields and community parks, whose sphere of <br />service transcends a specific zone, if a nexus is shown <br />
