Minutes 6-13-96 <br />Page 2 <br />7. DEFERRED MATTERS <br />A. Public Hearing - Landscape Maintenance District Number <br />94-1 - Dos Vientos Ranch - Adoption Of Resolution Number <br />061396-A, A Resolution Forming The Assessment District <br />And Levying Assessments <br />Gillette declared the public hearing open. <br />Ward identified the procedures observed during the public <br />hearing process and summarized relevant milestones. <br />Sorensen identified the documentation that authorized and <br />petitioned the District to form the Assessment District, <br />and described the proposed facilities. He stated that: <br />a Master Plan for the community park site would be <br />presented for Board consideration on June 27, the open <br />space and the four -acre park adjacent to the school will <br />be maintained through the Assessment District, Jim <br />Grisham of Wilddan Associates was present to answer <br />questions, and no protests were received relative to the <br />formation of the Assessment District. <br />Grahame Watts, representing the Conejo Soccer Club, <br />suggested that fields be designed to facilitate use by <br />both youth and adults. <br />In response to Holt's inquiry, Sorensen said that three <br />soccer and three softball fields are planned for Park <br />Site B. <br />Jacobsen noted the desirability of involving the public <br />in design concepts. Sorensen said that no residents are <br />expected near the park sites for several years, to wait <br />for residential input would significantly delay the <br />project, and the June 27 public hearing will focus on the <br />community park only and is expected to be well attended. <br />Gillette said that the public hearing process allows for <br />the timely creation of badly needed recreation facilities <br />and also allows potential residents to fully understand <br />the use of the facilities. Lange also stated his support <br />of the process. Sorensen said that a disclosure <br />statement has been prepared and will be part of all <br />escrow documentation. Gillette said that detailed <br />signage should be erected on all park sites to further <br />ensure that the public is informed. <br />
