March 5, 1998
Page 2
7. DEFERRED MATTERS
A. Adoption Of Resolution Number 030598A, Vegetative Management
Plan, Wildwood Park, And Authorization To Execute Agreement
Number RX -3-018 VNC-05
Marchesano referenced the previously approved three-year agreement with
the State of California Department of Forestry and Fire Protection and the
Ventura County Fire Department, noted the presence of Chief Dave
Festerling, Diane Morgan, and Terry Raley of the fire department, and
identified the area to be burned. He said that this would be year six of a ten
year program, the EIR was complete, a community meeting was held on
January 29, and limited environmental concerns were identified and
addressed. He urged adoption of the resolution, and said the fire
department representatives were available to answer questions.
In response to Board inquiries, Marchesano said that increased vegetation,
resulting from the extra rainfall, will not influence the extent of the program
nor will it result in excessive runoff because of the mosaic fashion of the
burn, limited neighbor concerns were addressed, and a thorough
neighborhood notification was conducted.
Lange commended the collaborative notification effort of staff and the fire
department, and in response to his inquiry, Chief Festerling said that this
represented a transition in scope from larger burns in isolated open space
areas to smaller burns in urban open space interfaces with larger protective
values.
It was moved by Gillette, seconded by Berger, and carried 5-0 to adopt
Resolution Number 030598A, Vegetative Management Plan, Wildwood
Park, that it be read in title only and all other readings be waived, and
to authorize staff to execute Agreement Number RX-3-018-VNC-05.
B. Adoption Of 1998 Permit Conditions For Conejo Valley Days, Conejo
Creek Park
Sorensen said that this was an annual review of site conditions, and he
identified one change, namely, that the entire turf area will be dragged with
a magnetic drag bar to remove small pieces of metal. He noted the
presence of Clay Hewlett, of Conejo Valley Days.
Gillette said that he hoped the event would be sufficiently successful
financially so that the ability to provide funding as in prior years for other
community events sponsored by the District is reinstituted.
In response to Jacobsen's inquiry, Ward said that a variety of issues will
impact the evaluation, design, and ultimate use of the site, and the site is
important to the community. Gillette said that there is a long standing
community need for an acceptable outdoor exposition center.
