The election of Holt as Vice Chair was declared unanimous. <br />It was moved by Gillette, seconded by Jacobsen, and carred 5-0 to <br />extend Lange's fixed term appointment to the Teen Center and Services <br />Authority to March 25, 2000; all other appointments and assignments to <br />remain the same. <br />B. Approval Of Memorandum Of Understanding Between District And <br />AYSO Region 42 For Pepper Tree Playfield Phase 2 Development <br />Sorensen highlighted the December 4, 1997 Board meeting, at which the <br />expansion of the fields was given conditional approval. He said that, <br />responding to Board and public concerns, the MOU will include the following: <br />the requirement for additional insurance riders in favor of the District relevant <br />to parking at the industrial park and work performed by a general contractor <br />under contract to AYSO, the designation of practice hours as 5:30 p.m. to <br />dusk, and the requirement that all lines be painted instead of burned with <br />herbicides. Additionally, he said that signage will be posted with an AYSO <br />phone number to be called in case of unauthorized parking or other <br />problems, and he noted the presence of AYSO representatives. <br />In response to Gillette's inquiry, Sorensen said that AYSO is comfortable with <br />the agreement, although they would prefer to have the maintenance fee <br />reduced or eliminated. <br />It was moved by Jacobsen, seconded by Gillette, and carred 5-0 to <br />approve the submitted MOU between the District and AYSO Region #42, <br />with respect to the improvements approved at the December 4, 1997 <br />meeting. <br />In response to Jacobsen's desire to increase community awareness, <br />Sorensen said that a groundbreaking ceremony at Pepper Tree Playfield can <br />be arranged, after construction documents are approved by staff and <br />reviewed by the CTO Public Works Department. <br />Lange expressed his appreciation to AYSO. <br />
