December 7, 2000 <br />Page 3 <br />B. Adoption Of Proposal Submitted By Shilts Consultants, Inc. For <br />Assessment Engineering And Professional Consulting Services In An <br />Amount Not To Exceed $102,100 <br />Jorgensen noted the presence of Gerard van Steyn and Josh Morris, of Shilts <br />Consultants, Inc. <br />Gibson stated his concern that the proposal did not adequately identify and <br />define an education outreach component. Van Steyn discussed the <br />proposal; emphasized a commitment to educational outreach; discussed <br />education outreach methodology; said that the education component, <br />timeline, and specific approach will be customized to the community; and <br />expressed confidence in the project's success. Ward discussed preliminary <br />issues, process, timeframe, and procedural matters. <br />It was moved by Gibson to table staff proposal for one month. The <br />motion died for lack of a second. <br />It was moved by Holt, seconded by Lange, and carried 3-1, with Gibson <br />voting no, to adopt the proposal with Shilts Consultants, Inc., and allow <br />the General Manager to contract with Shilts Consultants, Inc. for <br />assessment engineering and professional consulting services in an <br />amount not to exceed $102,100. <br />In response to Lange's inquiry, Jorgensen stated that the 2000-2001 Budget <br />contained sufficient funds to cover the proposed amount, and the funds <br />would come from the General Fund Budget. <br />8. NEW ITEMS <br />A. Authorize General Manger Or Designee Approval Authority Over <br />Designs And Plans For Purpose Of Acquiring Design Immunity Under <br />California Government Code 830.6 <br />Sorensen stated that, in order to be under the umbrella of the State <br />Government Code 830.6 design immunity, staff is requesting authority to <br />approve working drawing designs in accordance with the prescriptions of the <br />Government Code. He discussed the code and its application to the District. <br />In response to Lange's inquiry, Sorensen said that there is no personal <br />liability, certificate, or license requirements apart from those required of <br />design professionals. <br />
