General Manager's Report <br />In the absence of Benton, Ward reported that a very successful Children's <br />Festival of the Arts was held on September 23, approximately 800 <br />participated, and the National Charity League supplied 125 volunteers. He <br />noted that three major events were held at Conejo Creek North on <br />September 23, including the Children's Festival of the Arts, a special library <br />program, and senior bingo, and no problems were reported. He said that the <br />Teen Center held a Back to School Dance on September 30; 1,100 7th and <br />e graders attended; the Therapeutic Equestrian Center Open House is <br />scheduled for Saturday, October 7, and will include demonstrations and <br />presentations by Ride On; and the Family Puzzle Contest, a new special <br />event, is scheduled for October 21 at Borchard Center. <br />Continuing with the General Manager's Report, Ward said that a meeting <br />with City staff is scheduled for October 6 relative to preparation of a draft <br />report on 401 Hillcrest utilization, he was in Sacramento earlier in the day to <br />participate in the Senate Committee on Local Government's "Working Group <br />on Revising the Recreation and Park District Law", and will return on October <br />19. <br />He said he attended a recent meeting with Conejo Valley Unified School <br />District administrators. He identified and highlighted issues of common <br />interest, including preliminary discussions of the School District's plans for <br />the area south of Janss Road, north of Conejo Creek South, their middle <br />school needs, and the District's 14 -acre undeveloped parcel of Thousand <br />Oaks Community Park adjacent to Horizon Hills School. <br />Ward referenced the handout regarding the successful conclusion of the <br />litigation involving Tucker Land Company versus MRCA (Mountains <br />Recreation and Conservation Authority) et al. He noted that the assessment <br />survey has been completed, and he provided a legislative update, noting that <br />Senate Bill 1636 was vetoed by the Governor, but Senate Bill 1396, which <br />recognizes independent recreation and park districts for funding, was signed. <br />E. Directors' Reports <br />Lange reported that he was contacted by a concerned citizen regarding the <br />possible placement of a continuation school at Conejo Creek South. He <br />said he suggested that she also communicate her concern to the School <br />District. <br />
