ITEMS FOR DISCUSSION B. Request To Authorize District Staff To Evaluate Property Located On Northeast Comer Of Hillcrest And Rancho Road For Park Purposes - Director Gibson Gibson requested that consideration be given to authorizing staff to conduct a review of the feasibility of acquiring a parcel of land located at the northeast corner of Hillcrest and Rancho Road. He noted its connection to existing trails and its potential use as a neighborhood park site. Jeanette Welling, of Thousand Oaks, proposed that the property be purchased to provide a park site. She distributed site maps, identified herself as the owner of the 3'/ acre undeveloped parcel, and said that the parcel is currently available for purchase. Continuing, she said that the level parcel is zoned for equestrian use, adjacent to the trail system, has two existing arenas and an operational well, and would satisfy the need for an equestrian site. Gina Smurthwaite, of Thousand Oaks, recommended that staff evaluate the property. She said that there is no neighborhood park in the area, and the parcel would provide a safe, convenient, well utilized equestrian and neighborhood park site for that part of the community. Referencing a map, she identified site components. In response to Lange's inquiry, Welling said that there is local interest in the property remaining an equestrian facility. Jacobsen recommended that the parcel be evaluated by District staff as a possible neighborhood park site, and that COSCA (Conejo Open Space Conservation Agency) staff evaluate the parcel as a possible equestrian site. With Board consensus, Berger requested that staff evaluate the property for possible acquisition either by the District or COSCA.
