July 27, 2000 <br />Page 3 <br />Pluth presented an overview of the concept plan for the proposed facility, <br />identified and discussed site components, topography, and development <br />phasing. <br />In response to Board inquiries, Sorensen explained that that the center will <br />be principally for therapeutic use, the parking lot is in good condition, there <br />are currently two bams on the site, connection to the existing regional trail <br />system is problematic, the focal homeowners association is aware of the <br />project and is supportive, there are existing lights in the arena area, the City <br />is contemplating erection of sound walls along the 101 Freeway, and costs <br />for weed abatement and water utilities are the District's responsibility. He <br />reviewed the development permit conditions for the site. <br />Bryan McQueeney, co-founder of Ride On Therapeutic Horsemanship, <br />presented an overview of the organization, cited examples and benefits of the <br />therapeutic program, and said that programming would likely begin January <br />2001, and a fund raising program will be initiated. He identified and <br />discussed the various programs to be offered, and commended District staff <br />for their professionalism. <br />Berger announced that three written statement cards were submitted by Jim <br />Palmer, Mariella Palmer, and Susan Ward. All wrote in support of the <br />recommendation. <br />Lange stated his support of the program, and Jacobsen acknowledged the <br />homeowners association for the donation of the site. <br />It was moved by Lange, seconded by Gibson, and carried 5-0 to <br />authorize the General Manager to execute the agreement between Ride <br />On and the Conejo Recreation and Park District. <br />8. Authorization To Award Bid For Construction Of Conejo Creek North <br />Quadrant, Dog Park, To Cascade Sprinklers of Moorpark In Amount Of <br />$200,201 <br />Sorensen presented an overview of the history of the site, including the <br />process involved in the development of the Master Plan, work of the focus <br />group, community workshops and public hearings. He said that Cascade <br />Sprinklers submitted the low bid of $233,000. <br />
