July 13, 2000 <br />Page 2 <br />Gina Smurthwaite, member of the focus group, noted that equestrians were well <br />represented on the focus group, reviewed some of the suggestions of the focus <br />group, endorsed the public hearing and focus group processes, and said that the <br />proposed location of the dog park is not near the equestrian facility. <br />Janet Wall noted the past request to not locate a dog park facility in Triunfo Park, <br />and expressed safety concerns about the current proposed location. She urged <br />that a pilot program, heavy monitoring, and strict enforcement of all laws be <br />instituted. <br />Nick Quidwai spoke of wasteful spending, no accountability, and poor decision <br />making of the local city government. <br />Claudia Bill spoke of safety concerns and liability issues associated with the <br />proposed location of the dog park, and urged consideration of alternate locations. <br />Chuck Kuenstle referenced a correspondence handout and spoke of serious safety <br />concerns, liability issues, financial considerations, and the negative impact to <br />surrounding property values if the dog park is located at the same site as the <br />equestrian facility. He stated that the park is part of the rural heritage of the <br />community. <br />Barbara Kloster, focus group member, spoke of the extensive public hearing <br />process, urged the enforcement of the dog leash law, and said that the park is a <br />community park, and the cost frequently attributed to the dog park is the cost for <br />infrastructure and improvements for all undeveloped portions of Conejo Creek Park <br />Berger summarized that the dog park facility will be fenced, the cost frequently <br />attributed to the dog park is the cost for infrastructure and improvements in the area, <br />staff would be pleased to review, explain, and discuss the plans for Conejo Creek <br />Park with anyone interested in learning more about the facilities, and he stressed <br />that the site is a regional park which belongs to the entire community. <br />5. APPROVAL OF AGENDA <br />It was moved by Lange, seconded by Holt, and carried 4-0, to approve the <br />agenda as presented. <br />
