March 25, 1999 <br />Page 2 <br />It was moved by Holt to consolidate the motions by Berger and <br />Gibson, approving the consent calendar; Lange seconded the motion, <br />and the motion carried 5-0, approving the Consent Calendar as <br />presented. <br />7. DEFERRED MATTERS <br />A. Approval To Add Dog Park Project To Fiscal Year 9998-99 Capital <br />Improvement Projects Budget <br />Sorensen reviewed relevant details including conceptual approval of a <br />leash -free dog park, adoption of planning criteria for site selection, approval <br />of the Conejo Creek Master Plan, budget considerations, and EIR and <br />permitting issues. He noted a change to staff recommendation, indicating <br />that the dog park proposal would be a modification, not an addition, to the <br />CIP budget, and said that, should staff be given the authorization to <br />proceed, staff would proceed with the Development Permit and EIR <br />document processes, and after conditions are placed on the facility, a <br />Memorandum of Understanding would be prepared and submitted for <br />Board approval, to define Park and Bark's commitment to the project, <br />financial and liability issues, and specifics of site operation. Referencing a <br />map, Sorensen identified and discussed elements of the proposed leash - <br />free area, including a bio -filtration system, trails, landscaping, and water <br />amenities. <br />In response to Board inquiries, staff said that only minor topographical <br />modifications would be necessary, a one-time expenditure of $30,000 to <br />$50,000 in plant investment fees associated with a water meter is <br />anticipated, a plan for future disposal of manure has not yet been finalized, <br />the proposed plan allows for the possible, future widening of Las Flores <br />Road, and the separation of dogs according to size is a new trend in leash - <br />free areas. <br />Laura Beth Heisen stated that her research indicates that an enclosure for <br />small and timid dogs is a good safety measure, but it is not necessarily <br />required. <br />Sharon Noel invited all to the March 28 Kristopher Abercrombie memorial <br />dedication at the Waverly Arena, and read a tribute. Continuing, she said <br />that, as a member of the focus group, she was concerned about the cost of <br />the leash -free area, and the proposed location of the community garden. <br />Barbara Kloster distributed a modified version of the Conejo Creek Park <br />map, and contrasted her plan with staff's proposal, noting her preference for <br />relocating the community garden to the northeast.
