Public Hearing - Consideration OI <br />58.81 -Acre Land Donation Under <br />Preservation Tax Credit Act Of 2000 <br />Acceptance Of The Shea Homes <br />Auspices Of The Natural Heritage <br />Sorensen provided background information and referenced the <br />documentation. He stated that, under the auspices of the Natural Heritage <br />Preservation Tax Credit Act of 2000 (NHPTCA) and implementation by the <br />State Wildlife Conservation Board (WCB), Shea Homes, Inc. is offering to <br />donate to the District a 58.81 -acre parcel west of the McCrea Ranch historic <br />compound. He said that all Public Resource Code requirements have been <br />satisfied, relative to the eligibility, notification, and environmental <br />assessment. The parcel has significant historic value as part of the Joel <br />McCrea Ranch, archaeological resources, and contains a designated <br />wetland, a wildlife corridor, and special status plant and animal species <br />and/or habitat. <br />Pluth referenced a pian view, identified location, surrounding property, <br />geographical features, boundary access and buffer issues associated with <br />the parcel, and said that the site is contiguous with CRPD's historic McCrea <br />Ranch and the 75 -acre Conejo Open Space Conservation Agency (COSCA) <br />wildlife preserve. <br />In response to Board inquiries Sorensen stated that the parcel would be used <br />in conformance with standards and guidelines in the CRPD Master Plan, <br />Zone III, Area 7, the Trail Master Plan, and the 1998 McCrea Parcel Master <br />Plan. There are opportunities to enhance wetlands, a decision regarding the <br />donation will be made on February 27, 2002, and the land will be rezoned <br />public land. <br />Gibson opened the Public Hearing. <br />Mark Burley, representing the Santa Rosa Valley Community Association, <br />spoke in support of the donation, and urged that a trail easement north of <br />Moorpark Road from Marvella Court to the McCrea Ranch become a reality. <br />Gibson requested that staff research the issue and report back to the Board. <br />Gibson declared the Public Hearing closed. <br />
