July 10, 2003 <br />Page 3 <br />Continuing, Sorensen said that the proposed Capital Improvement Projects <br />list reflects a funding source shift from PDF (Park Development Fees) to an <br />increasing reliance on partnerships, grants, donations, and <br />intergovernmental collaboration; the proposal includes both the Prop 40 per <br />capita and Z'berg grants, and $2,232,000 from the Districtwide <br />Assessment, which has been budgeted toward new park development, tot <br />lot replacement, and athletic field and open space improvements <br />throughout the District. <br />He explained the four priority categories, and said that the "B+" projects <br />include: development of Phases 1 and 1.5 (lights) for Conejo Creek South; <br />Lang Ranch Community Park Master Plan development; McCrea Ranch, <br />Phase 1 development; and Northwood Park, Phase 1 construction. <br />He said that "B" projects include: replacement of sports field lighting at <br />Peppertree Playfieid; the addition of a dog park and parking lot solar <br />lighting; new tot lots at Banyan, Conejo Community, and Conejo Creek <br />North; and numerous improvements to open space and the trail system. <br />In response to Board inquiries, Sorensen said that the expenditure list of <br />Capital Improvement Projects identifies projects costing over $5,000 and <br />the expenditure list of major repair projects identifies projects costing under <br />$5,000; a roller hockey facility has been discussed, most recently at the <br />Lang Ranch focus group meetings, and two years ago when the Conejo <br />Creek Southwest Master Plan was approved, a multipurpose hard court for <br />possible roller hockey practice was included; due to the desire of officials at <br />the Conejo School for more parking space, consideration is being given to <br />relocating some of the Conejo Service Yard operations and storage <br />capability to other sites such as the Oakbrook Service Yard; and new efforts <br />in programming and staffing will be enacted at the skate park. <br />Jacobsen suggested that a climbing wall facility be considered. <br />There being no one who wished to address the Board, Lange continued the <br />Public Hearing to the next regular meeting. <br />It was moved by Holt, seconded by Berger, and carried 4-0 to approve <br />the Master Plan revisions. <br />
