May 1, 2003 <br />Page 3 <br />process, thanked the participants, and said that staff anticipates a very <br />comprehensive environmental review process due to the complexities of the <br />site, and, in a parallel effort, staff will prepare construction blueprints <br />including a suggested phasing plan. He introduced consultant David Volz <br />of David Volz Designs. <br />Referencing a concept plan, Volz said that the 130 -acre site is exceptional <br />and he identified site location, challenges, surrounding area, proposed <br />amenities, access road, trails, lights, topography, vegetation, natural <br />landscape restoration and enhancement features. He said that one of the <br />important goals of those involved in the master plan process is to be <br />sensitive to those who are concerned about noise and lights. <br />Lange expressed appreciation to those on the focus group. <br />Lisa Fleweller, a nearby resident, said that she did not receive proper <br />focus group notification, she supports a park in the area, but more <br />consideration for the nearby neighborhood is needed. <br />Clare McComas, a nearby resident, said she did not receive focus group <br />notification, and is concerned the proposed location of the road is too close <br />to homes. <br />Steve McComas, a nearby resident, said he has recently become a focus <br />group member, and he read a statement which he said was on behalf of <br />other absent homeowners. The statement read that he is not anti -park, the <br />planning process was flawed from the beginning and should be stopped, he <br />and others did not receive focus group notification, the focus group should <br />have included all major stakeholders such as homeowners in North Point <br />and Signature Homes, major fundamental decisions have already been <br />made, and a new process should be initiated. <br />Wes Crews, a resident of Signature Homes, said he supports a community <br />park and McComas' comments, and he thanked the Board and staff for <br />their efforts. He stated his concern about the lack of research that was <br />undertaken, the misinformation in the community, and the withholding of <br />information. He said that issues of stewardship, integrity and credibility of <br />the process must be addressed, and urged an open, honest debate of the <br />issues. <br />Andrew Suser, a resident of Signature Homes, said he and his neighbors <br />did not receive focus group notification, and people are mobilizing. <br />
