Approval Of Concession Agreement Between Oakbrook Chumash <br />Indian Corporation And Conejo Recreation & Park District, <br />Authorization To Execute Agreement, And Approval Of Attached Fee <br />Schedule <br />Friedl provided background information, highlighted the Request for <br />Qualifications/Request for Proposal (RFQ-RFP) process, the permitted <br />uses, salient terms of the Concession Agreement, and the fee schedule. <br />He noted that the Oakbrook Regional Park property was transferred to the <br />District from Ventura County in November 2002; two parties, including the <br />Wishtoyo group, submitted proposals in response to a RFQ-RFP mailed in <br />July 2003; after evaluation, staff found the current operator of the Chumash <br />Interpretative Center, the Oakbrook Chumash Indian Corporation (OCIC), <br />best able to satisfy the Program of Utilization and best able to give total <br />attention to the site. He highlighted the OCIC's recent accomplishments, <br />including operating surpluses every year since assuming control in February <br />2000, extensive experience providing school programs, with approximately <br />6,500 students from over 100 schools visiting the Center each year, <br />amassing reserves of over $35,000, which will be used for extraordinary <br />operating/maintenance expenses or for future capital improvements. He <br />said that future capital improvements would be mutually agreeable to OCIC <br />and the District. <br />In response to Board inquiries, Dr. Robert Vann, Chairman of the Board of <br />Directors of the Oakbrook Chumash Indian Corporation (OCIC), said that <br />limited campout activities at the site are ongoing, fences limit access to <br />sacred sites, and volunteers do regular site checks. <br />In response to Board inquiries, Friedl said that operations are limited by the <br />Program of Utilization, special events will need prior approval of the District, <br />the OCIC has proved to be a good steward of the site and a good neighbor, <br />some events may require City of Thousand Oaks permits, OCIC has <br />maintenance and operations responsibility for 25 acres and the Chumash <br />Interpretative Center, Conejo Open Space Conservation Agency (COSCA) <br />Rangers are responsible for Oakbrook Regional Park, OCIC has taken <br />responsibility for the sacred sites, a revenue opportunity is possible through <br />a cellular communications site, and an annual report is required. <br />Lange spoke of his positive experiences with OCIC. <br />
