NEW ITEMS <br />A Authorize Staff To Work With Hillcrest Christian School (HCS), Using <br />Mutually Acceptable Consultant, Relative To Expansion Plans And <br />Joint Use Of Estella Park Property <br />Friedl noted the presence of Mark Tattersall and Steve Allen of Hillcrest <br />Christian School (HCS), provided relevant background information, <br />referenced a map, indicated site components, identified options and stated <br />staff recommendation. He explained that from 1979 through 1999 HCS and <br />the District had a reciprocal use agreement of a portion of each others <br />facilities; and since 1999 a joint use agreement provides that HCS shall <br />have exclusive use of the .26 acre parcel of the park during certain hours. <br />Continuing, he said that recently HCS representatives met with District staff <br />to discuss a possible plan which would include: additional parking on <br />District property, a long-term reciprocal parking accord, HCS willingness to <br />redesign and redevelop both parcels associated with Estella Park at its own <br />cost, and the possibility of shared use of each party's recreational <br />amenities, including a gymnasium. He explained that staff recommends <br />option two, which authorizes staff to work with HCS to bring a more detailed <br />proposal and agreement back to the Board for further consideration. <br />Allen thanked the Board for the positive relationship between HCS and the <br />District, and for its consideration in the present matter, and said that no <br />formal proposal has yet been made to the City of Thousand Oaks. <br />Allen summarized the HCS joint venture proposal. HCS is committed to: a <br />remodel/redesign/update of Estella Park at HCS expense, reciprocal use of <br />newly developed parking, occasional use of park by HCS, gaining public <br />input, no net loss of current park space, and preserving the public nature of <br />the park. <br />In response to Board inquiries, Fnedl said that the park site lacks street <br />visibility; it is in a high density area, and the HCS proposed expansion <br />includes a gymnasium and classrooms. Lange said that it appears that the <br />park is not used by a significant number of residents. <br />Gibson said that he would give reluctant support to the recommendation, is <br />not opposed to exploring options, but opposes the loss of park space.
