July 6, 2006 <br />Page 3 <br />Associates was asked to review specifications for five positions, and she <br />requested that six job titles be changed for consistency with today's market. <br />In response to Board inquiries, Lewanda said that, due to problematic <br />recruiting and standards inconsistent with today's market, the educational <br />requirements for Recreation Leader and Specialist were changed. <br />Jacobsen suggested that, as a means of protecting staff and promoting <br />longevity with the District, classification and compensation studies become <br />a routine process. Holt concurred. Lewanda said that a five year cycle is <br />typical. <br />It was moved by Lange, seconded by Holt, and carried 3-0 to: 1) <br />accept the Johnson & Associates compensation study, 2) approve <br />modified job specifications, 3) authorize title changes. <br />A. Adoption Of Resolution Number 070606-A, Adopting Memorandum Of <br />Understanding (MOU) Between Conejo Recreation & Park District And <br />Service Employees International Union (SEIU) And Adjusts Other <br />Employee Benefits And Salaries <br />Lewanda referenced the MOU, and stated that all agreed upon matters <br />have been incorporated into the proposed MOU and have been ratified by <br />the employees, and the agreement will be applicable to both represented <br />and non -represented employees. <br />It was moved by Lange, seconded by Holt, and carried 3-0 to adopt <br />Resolution Number 070606-A, adopting Memorandum Of <br />Understanding entered into by the District and SEIU, which adjusts <br />employee salaries and benefits, as outlined in the documentation; that <br />it be read in title only and all further readings be waived. <br />C. Approval Of Mountains Recreation And Conservation Authority <br />(MRCA) Preliminary Budget For Fiscal Year 2006-07 <br />Lewanda stated that, in accordance with the Joint Powers Agreement <br />(JPA), MRCA's annual preliminary budget is submitted to the District for <br />approval; the budget is approximately $33.5 million; it was approved by the <br />Santa Monica Mountains Conservancy (SMMC) on June 26; if Proposition <br />84 is approved in November, money will possibly be available for several <br />proposed large projects. <br />
