Holt, Director <br />Joe Gibson, Director <br />TO: Board of Directors GENERAL MANAGER EMERITUS <br />Tex Ward <br />FROM: Jim Friedl, General Manage <br />SUBJECT; Ratification of Rorie Sk ' to S on COSCA Board as Public Member <br />RECOMMENDATION <br />Ratify the Conejo Open Space & Conservation Agency (COSCA) Board's nomination of Rorie <br />Skei to serve as the public member on the COSCA Board. <br />BACKGROUND <br />The Conejo Open Space and Conservation Agency is a Joint Powers Authority created by the <br />City of Thousand Oaks and the Conejo Recreation and Park District. Since its inception in <br />1977, COSCA has acquired thousands of acres of open space and has constructed <br />approximately 140 miles of multi -use trails. The Joint Powers Agreement provides that: <br />"The Agency [COSCA] shall be administered by the Board which shall consist of five (5) <br />members to be appointed as follows: Two (2) members of the Board shall be members <br />of and be appointed by the City Council of the City; two (2) members of the Board shall <br />be of and appointed by the governing board of the District; and one (1) member of the <br />Board shall be a private citizen, resident of the City, and shall be nominated by the <br />above four (4) members of the Board and appointed by mutual agreement of the <br />legislative bodies of the City and District." <br />During its meeting of September 9, 2015, the COSCA Board nominated Rorie Skei to <br />serve a four-year term as the public member of the COSCA Board. Ms. Skei has been a <br />resident since 1972 and currently serves as the public member and Chair of the COSCA <br />Board. She has worked at the Santa Monica Mountains Conservancy since 1998 and <br />currently serves as the Chief Deputy Director. She also serves as the Deputy Executive <br />Officer of the Mountains Recreation and Conservation Authority. <br />STRATEGIC PLAN COMPLIANCE <br />4.0 ...
