June 21, 2012 <br />Page 3 <br />Hare introduced the item; this plan is the culmination of an eight month <br />process which included focus group and community outreach meetings. <br />Hare introduced Denise Johns, Park Planner, who presented the conceptual <br />master plan and provided details, including a description of the process and <br />identification of various areas. Hare and Johns answered Board member's <br />questions. <br />David Scott, Newbury Park, thanked Hare and Johns for managing all the <br />input they received. He fully supports the project. <br />Joel Congelliere, Newbury Park, is pleased with the plan and supports it. <br />David Folds, Newbury Park, thanked District staff for their efforts and <br />supports the plan, with special appreciation for the enhancements it will add <br />to the neighborhood. <br />Sherry Love, Newbury Park, likes the plan and thinks the park will have <br />tremendous usage. <br />Gibson moved, Holt seconded, and it carried 4-0 to approve the <br />Banyan Neighborhood Park Site Improvements Draft Master Plan. <br />B. MRCA Preliminary Budget <br />Lewanda presented the MRCA Preliminary Budget, noting twelve positions <br />have been eliminated, eight of which had employees attached to them. <br />MRCA continues to seek ongoing money for operations, including using <br />properties for more filming and events, and consideration of solar and wind <br />energy projects. The Facilities and Maintenance Division has been <br />eliminated. <br />Holt moved, Gibson seconded, and it carried 4-0 to approve the <br />Mountains Recreation and Conservation Authority (MRCA) Preliminary <br />Budget for Fiscal Year 2012-13. <br />C. Award Bid for Thousand Oaks Community Park Main Parking Lot <br />Renovation <br />Friedl introduced the item and outlined the protest received from the second <br />low bidder after the Board agenda had been published for which additional <br />information was provided.
