April 5, 2012 <br />Page 2 <br />9. NEW ITEMS <br />A. Lang Ranch Community Park Concept Plan and Parks in Zone 2 <br />Jones recused himself and left the room announcing a potential conflict of <br />interest. <br />Friedl provided background information and a history of the process that led <br />to the creation of the current concept plan. He introduced Park Planners <br />Shauna Welty and Denise Johns. Johns and Welty made a formal <br />presentation of the concept plan. <br />Alyse Lazar, Thousand Oaks, expressed support for the project and referred <br />to her written letter submitted earlier. She asked that the District remain true <br />to the master plan in serving the designated residents living within the 2 -mile <br />radius of the proposed park. <br />Mike Byrne, Thousand Oaks, expressed support for the plan and believes <br />his family will make great use of the entire park's family -friendly plans and is <br />enthusiastic over the possibility of disc golf. <br />Joseph Keays, Thousand Oaks, supports the well -thought out concept for <br />Lang Ranch Community Park and is excited about exploring the amenities <br />planned for the space, including that designated for cycling enthusiasts. <br />Stu Shulman, Camarillo, spoke in favor of the proposed concept plan. He <br />appreciates the hard work of the District in preparing the plan and continuing <br />to support the community. <br />Bill Bertram, Thousand Oaks, is supportive of the plan and thanked staff for <br />considering using a portion of the new park for silent, motor -less, radio - <br />controlled sail planes. <br />It was moved by Gibson, seconded by Holt, and carried 3-0 to: <br />1. Approve Lang Ranch Community Park Concept Plan. <br />2. Authorize staff to work with community stakeholder groups, <br />regulatory agencies, and consultants to develop a more detailed <br />Lang Ranch Community Park Concept Plan and ultimately a Draft <br />Master Plan. <br />
