February 2, 2012 <br />Page 2 <br />7. DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />A. Estella Park Restroom Fire (Oral Report) <br />The District has property insurance covering the Estella park restroom fire with a <br />deductible of $2,000. For rebuilding purposes, the plan is to abandon the current <br />site and erect a one -stall restroom similar to that at Dos Vientos Neighborhood <br />Park -- a prefab building which will be located between the tennis courts and the <br />parking lot. Hare is currently getting estimates on the work and will bring results to <br />the Board for consideration. Waiving the formal bid procedure may be in order to <br />hasten repair. <br />9. NEW ITEMS <br />A. Strategic Plan Study Session — Review and Update Strategic Plan <br />Friedl opened the update session and presented a brief history of the creation of <br />the current strategic plan -- including its approval in May 2011 and an update report <br />given to the Board in December 2011. Tonight's session provides an opportunity <br />for some fine tuning as well as further direction and input from Board members. <br />Friedl referenced several issues facing the District, including financial challenges. <br />Water costs continue to increase. The District must balance operating costs/capital <br />costs. <br />Upcoming assets and opportunities include the upcoming District's 50th Anniversary <br />celebration (Lindsey provided details), the McCrea Visitors Center and attendant <br />programs, NRPA Gold Medal Application, opportunities in social networking, etc. <br />Lewanda presented an overview of the District's financial information <br />Discussion ensued. Topics included addressing the aging of the community, a <br />possible 50th Anniversary capital improvement grant program, obtaining "District of <br />Distinction" status (offered by CSDA), maintaining a 15% (and perhaps pushing to <br />20%) General Fund Reserve. <br />10.
