July 18, 2013 <br />Page 2 <br />Friedl reported on a follow-up meeting held with neighboring residents who had <br />concerns about the Oakheart Music Festival held at Conejo Creek South on June <br />15th. A follow-up meeting with Westlake Rotary Club and Oakheart representatives <br />was held; they were receptive to additional conditions that will be necessary if the <br />concert is held at the same venue next year <br />9. NEW ITEMS <br />A. Public Pedestrian Trail Project and Use Agreement from St. Patrick's Day <br />School to Old Meadows Park <br />Hare reviewed the process that led up to the proposed agreement, including a <br />mailing to residents within 500 feet of the park and an onsite community outreach <br />meeting which had no resident attendees. Highlights of the agreement include: St. <br />Patrick's will create and maintain the public trail and will be solely responsible for the <br />funding and ongoing maintenance. The /agreement's term is 5 years; the school shall <br />have non-exclusive use of the trail in accordance with District rales and regulations. <br />District staff will oversee the trail's creation to ensure appropriate construction. <br />Doug Holmes, resident of Moorpark and Chairman of the Board of Trustees, St. <br />Patrick's Day School, expressed gratitude to the District for their cooperation on this <br />project. The Board of Trustees has approved the agreement. <br />It was moved by Gibson, seconded by Jones, and it carried 5-0 to authorize <br />General Manager to enter into an agreement with St. Patrick's Day School to <br />provide direct access from the Day School to Old Meadows Park. <br />B. Contract for Environmental and Design Services for Lang Ranch Community <br />Park <br />Hare stated twenty-two design firms attended the pre -proposal meeting; six firms <br />submitted proposals. The Lang Ranch Ad Hoc committee recommended RRM <br />Design be awarded the contract. The contract is structured so that currently the <br />District is only obligated to RRM for completion of Phases 1 and 2. RRM has <br />provided estimates for Phases 3, 4 & 5 as well. In approximately eight months, staff <br />will return to the Board with an update and recommendation on how to move forward <br />with the project. The District has had a successful partnership with RRM in the past, <br />including work on the McCrea Ranch Master Plan, McCrea Ranch Visitor Center and <br />the Master Plan for Rancho Potrero. <br />It was moved by Gibson, seconded by Huffer, and it carried " to authorize <br />General Manager to enter contract with RRM Design Group in the amount of <br />$106,544 for Phases 1 and 2 of environmental and design services for Lang <br />
