A ED
,EMI HRUME@U
GENERAL MANAGER BOARD OF DIRECTORS
Jim Friedl Ed Jones, Chair
Chuck Huffer, Vice Chair
George Lange, Director
Susan L. Holt, Director
Joe Gibson, Director
GENERAL MANAGER EMERITUS
Date: December 17, 2015 Tex Ward
To: Board of Directors
From: Jim Friedl, General Manager
Subject: Contract for Design Serviices at14orthwood Neighborhood Park
RECOMMENDATION
Authorize General Manager to enter into a contract with Landmark Design in the total
amount of $50,000 ($46,370 plus $3,630 contingency for expenses) for design services
for Northwood Neighborhood Park improvements, including playground, basketball and
volleyball courts, pathway, and landscaping improvements.
DISCUSSION
In September 2002, after a competitive Request for Proposal process, the Board
awarded a design services contract to Landmark Design for approximately $49,000.
The scope of work provided design services to transform an undeveloped property into
a neighborhood park, including grading, irrigation, landscaping, play area, restroom,
basketball court, volleyball court and pathway.
In November 2009, an approximate $1.1 million project to grade, irrigate, and landscape
the site was completed.
In late 2010, an approximate $350,000 project to provide picnic tables, bbqs, outdoor
fitness equipment, and a perimeter rubberized path was completed.
Over the past decade, staff has held multiple community meetings with the surrounding
residents, including most recently in September 2015.
Based on work already accomplished, field modifications during prior construction,
regulatory requirement changes, proposed turf conversion area, and community input, it
is necessary to provide additional landscape architectural, surveying, and civil services
for the complete build out of the site. Since they were the original service provider, it is
most cost effective and efficient to award a contract to Landmark Design to produce
construction documents for this project.
HILLCREST CENTER 403 WEST HILLCREST DRIVE.
