Holt, Director <br />Joe Gibson, Director <br />TO: Board of Directors GENERAL MANAGER EMERITUS <br />Tex Ward <br />FROM: Jim Friedl, General Manage <br />SUBJECT: Property Transfer & Ea Regarding the Lang Creek Debris and <br />Detention Basin <br />RECOMMENDATION <br />Authorize General Manager to execute the attached Quitclaim Deed transferring certain <br />property and easements to the Ventura County Watershed Protection District involving the <br />Lang Creek Debris and Detention Basin. <br />DISCUSSION <br />The Conejo Recreation and Park District received various parcels over the years from various <br />entities for the purpose of creating a community park in planning zone 2 of CRPD's Master <br />Plan. Today there are approximately 124 contiguous acres which make up what will become <br />Sapwi Trails Community Park (formerly known as Lang Ranch Community Park). <br />Part of that acreage includes land which was developed by Ventura County's Watershed <br />Protection District as the debris and detention basin on Lang Creek. <br />The debris and detention basins are operated and managed by the VCWPD. The attached <br />Quitclaim Deed clearly establishes fee ownership and easements between these facilities and <br />the surrounding park land. The land to be transferred which underlies the dam structure at the <br />westerly end of the detention basin is approximately 3.8 acres. The debris basin on the <br />eastern side of Westlake Boulevard is approximately 2.5 acres. These would be transferred in <br />fee.
