Authorize General Manager to execute a contract with Senel Construction and Engineering in the <br />amount not to exceed $200,000 annually for potential turf conversion services at parks <br />throughout the District. <br />2. Authorize General Manager to execute a contract with FS Contractors, Inc. in the amount not to <br />exceed $200,000 annually for potential turf conversion services at parks throughout the District. <br />DISCUSSION <br />The District recently completed tun` conversions at multiple parks throughout the District that were funded <br />primarily through the Metropolitan Water District (MWD) turf removal incentive program. However, in <br />July 2015, MWD suspended the program and the balance of District parks are on a waiting list for <br />possible funding. <br />In order to continue to move forward with turf conversions, staff prepared a Request For Proposal to <br />solicit qualified proposers. A notice to potential proposers was advertised in the "Ventura County Star" <br />and three firms submitted proposals on May 3, 2016. <br />In addition to submitting a 'typical' per acre service rate for an acre of turf conversion, firms were asked <br />to provide information regarding their firm location, qualifications, experience working with communities, <br />security, license(s), background and organizational structure, and any instances the firm was disqualified <br />from a project. <br />Senel Construction and Engineering (SENEL) submitted a service rate of $29,637 per acre, FS <br />Contractors, Inc.
