April 17, 2014 <br />Page 2 <br />Payroll $339,950.00 <br />It was moved by Huffer, seconded by Holt, and carried 5-0 to approve the Consent <br />Calendar as presented. <br />7. DEFERRED MATTERS <br />8. ITEMS FOR DISCUSSION <br />9. NEW ITEMS <br />A. Expansion of Las Flores Community Garden and Memorandum of <br />Understanding <br />Friedl presented the item and acknowledged the presence of the President of <br />LFCG, Susan Sondell and three of her associates in the audience. The MOU is <br />essentially the same as the previous one, with the only substantive change being <br />the plans for an addition to the Garden. The expansion would allow enlargement <br />from 1 acre to 1.79 acres, adding 84 new plots. The estimated cost would be <br />approximately $50,000 for fencing, gates, irrigation, etc. and would be provided for <br />in the proposed CIP Budget (FY 14115). <br />Friedl answered Board member's questions. <br />Sondell, Thousand Oaks, explained educational outreach is one of the purposes of <br />the children's garden plots. The butterfly habitat will be native. The waiting list for <br />plots is currently at sixty. Atypical plot is 10'x20'; a ch lid's plot will be 4'x4'. <br />Discussion ensued regarding concerns over the baseball field adjacent to a portion <br />of the expansion. Included in the discussion was the possibility of phasing in the <br />expansion, starting with the area non -adjacent to the ball field. <br />Huffer moved to enter into an amended MOU, i.e., to modify the MOU so that <br />the expansion of the garden would be done in two phases, the second phase <br />would be the area behind the baseball field. Gibson seconded the amended <br />motion. The motion did not carry, 2-2-1 (Gibson and Huffer yes, Jones and <br />Lange no, Holt abstained.) <br />It was moved by Jones, seconded by Lange and carried 3-2 (Gibson and <br />Huffer voting no) to enter into a new Memorandum of Understanding with Las <br />Flores Community Garden. <br />B. Appointments to the Goebel Senior Center Commission <br />
