Lange, Chair <br />Doug Nickles, Vice -Chair <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />Marissa Buss, Director <br />GENERAL MANAGER EMERffUS <br />TO: Board of Directors Tex Ward <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Adopt Resolution 090524-A`inding and Determining that the Borchard <br />Community Park Skatepark Replacement Project is categorically exempt from <br />the California Environmental Quality Act (CEQA). <br />RECOMMENDATION <br />Adopt Resolution 090524-A Finding and Determining that the Borchard Community Park <br />Skatepark Replacement Project is categorically exempt from the California Environmental Quality <br />Act (CEQA). <br />BACKGROUND <br />The Borchard Community Park Skatepark Replacement Project consists of the demolition of an <br />existing 10,000 -square -foot skatepark facility and existing parking area to construct a renovated <br />20,000 -square -foot skatepark facility. Project improvements include (4) 50 -foot -tall LED light <br />poles, (4) shade structures, covered picnic area, bench spectator seating, fencing, landscaping <br />and hardscaping at the existing 29 -acre Borchard Community Park — see attached plans. <br />Skatepark detailed project plans are available for Board and public review at <br />www.crpd.org/skatepark. <br />CEQA COMPLIANCE <br />For the Board consideration and approval, District staff in consultation with the District's <br />environmental consultant believe the project improvements at Borchard Community Park <br />Skatepark qualify for a Class 1 Categorical Exemption, pursuant to Section 15301 of the CEQA <br />Guidelines. Class 1 exemptions include the operation, repair, maintenance, permitting, leasing, <br />licensing, or minor alteration of existing public or private structures, facilities, mechanical <br />equipment, or topographical features, involving negligible or no expansion of existing or former <br />use. As a Districtwide special facility, the existing skate park will be replaced to meet current <br />industry and recreational standards to provide continued community use prior to disrepair.
