•10 rz, alel 0 11L•' AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE CONEJO RECREATION AND PARK DISTRICT ESTABLISHING RULES AND REGULATIONS GOVERNING CPRD PARKS WHEREAS, the Conejo Recreation & Park District (CRPD) has a comprehensive set of rules and regulations governing the use of CRPD parks, facilities and open space lands which has been amended and revised over the past 60 years; and WHEREAS, the CRPD Ordinance Manual served as the Ordinance Manual for open space land owned by the Conejo Open Space Conservation Agency (COSCA) from 1977 until May 2009 when COSCA adopted its own rules and regulations governing COSCA open space; and WHEREAS, additions and revisions to Ordinances are needed over time to keep pace with changing laws and regulations, respond to developing case law, address changes posed by new technologies, address evolving social issues and concerns, protect public lands and facilities and generally preserve the health, safety and general welfare of the people recreating in public parks, and WHEREAS, multiple changes, amendments and additions to the CPRD Ordinance Manual over the years have created a document which could be improved with a comprehensive update and revision; and WHEREAS, CRPD retained legal counsel to review the CRPD Ordinance Manual and to help draft the comprehensively updated and new "Conejo Recreation and Park District Ordinance Code;" and WHEREAS, a Draft CRPD Ordinance Code, as well as Policies and Procedures for Facility Reservations, were presented and discussed during a regularly -scheduled CPRD Board meeting on June 6, 2024; and WHEREAS, certain changes and improvements were suggested and are incorporated into this Ordinance Code; and WHEREAS, this Ordinance was introduced and first read in title only during a duly - noticed public meeting of the CRPD Board of Directors on July 18, 2024. NOW, THEREFORE, the Board of Directors of the Conejo Recreation and Park District does ordain as follows: Part 1.
