Lange, Chair <br />Doug Nickles, Vice -Chair <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />Marissa Buss, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Comprehensive Update to CRPD Ordinance Code and Establishment of <br />Policies and Procedures for Facility Reservations <br />RECOMMENDATION <br />Review Draft CRPD Ordinance Code and Policies and Procedures for Facility Reservation; <br />provide input; and authorize staff to bring back an agenda item introducing an updated <br />Ordinance Code for first reading at a future Board meeting. <br />DISCUSSION <br />The CRPD Ordinance Manual is the park "rule book" or "user manual" which sets the rules and <br />guidelines for the public's shared use and enjoyment of public park property. The Ordinance <br />Manual evolved over decades as the population and the park system in the Conejo Valley grew. <br />Additions and revisions to Ordinances are needed over time to keep pace with changing state <br />and federal laws and regulations, respond to developing case law, address challenges posed by <br />new technologies, address evolving societal issues and concerns, protect public lands and <br />facilities and generally preserve the health, safety and general welfare of the people recreating in <br />public parks. <br />The CRPD Ordinance Manual was last updated in February 2020 with the prohibition of smoking <br />& vaping in public parks. <br />In early 2024, staff met with Jocelyn Corbett, an attorney with the firm Dapeer Rosenblitt Litvak, <br />LLP to begin the work to update and organize the new Ordinance Code.
