May 16, 2024
Page 5

D. Program Enrollment Summary Report – Winter 2024

11. DEPARTMENT REPORTS

A. Parks Division Report

Mooney reported that the 500 T.O. Blvd. project is going before the City Council for
approval; the District has conditions of approval related to ¾ acres of quasi-public park
land and park fees associated with this project. Mooney will be attending the meeting.
Regarding some recent staff changes, Erik Bjork is replacing Joe Tornero (recently
retired) as Facilities Maintenance Supervisor. Mike Byrne will be taking on Bjork’s
previous role as Projects/Contracts Supervisor.

B. Recreation Division Report

Callis referenced the Participation Satisfaction Survey Report provided to Board
members this evening and gave specific details about the “net promoter score”; the
District scored a 72 which means lots of community members are promoting District
programs.

C. Management Services Division Report

Smith reported that Loretta Massie, Accounting Manager, has been dealing with a
CalPERS audit, requiring lots of additional work; Smith is grateful for her assistance with
this project.

D. General Manager’s Report

Friedl will be out of the office next week while attending a California Association of
Parks and Recreation Indemnity (CAPRI) Board meeting, California Special District’s
Association (CSDA) Legislative Days (both in Sacramento) and the California
Association of Recreation and Park Districts (CARPD) Annual Conference in Sonoma.
Callis will be acting General Manager in his absence. At the next Board meeting, the
Operating Budget and CIP Budget will be introduced for Fiscal Year 2024-25, plus the
final Benefit Assessments will be considered. The City of Thousand Oaks is putting a
180-day agreement on the Council’s agenda that, if approved, will allow the District to
use the 401 Hillcrest building to house Therapeutic Recreation activities. It is
anticipated that the cost will be under the $60K signing threshold, i.e., not needing
CRPD Board approval and allowing Friedl to sign.

E. Directors Reports and Follow-up Reports on Meetings/Conferences Attended
.
