Lange, Chair <br />Doug Nickles, Vice -Chair <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />Marissa Buss, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Adopt Resolution 051624-A, which sets the Facility Rental Fees, Deposits, and Filming Fees for the Conejo <br />Recreation & Park District effective July 1, 2024. <br />BACKGROUND <br />Staff annually review the facility rental fees, deposits, and filming fees and recommend any changes to the <br />Board. Filming fees were last increased in 2014, and deposits were last increased in 2017. <br />In April 2023, the board approved a five-year plan to transition Rental User Group Classes I and II from <br />paying 25% and 50% of the Base Rate to 50% and 75% of the Base Rate, respectively. Beginning July 1, <br />2023, a five -point increase would be applied to each percentage value each year. <br />In addition, the non-refundable Application Fee was increased from $12.00 to $15.00, marking the first <br />change to this fee since 2012. The Base Rate of all rental fees other than athletic fields and courts was <br />increased by 5.0%, and adjustments were made to fees related to on-site staffing and pool rental fees to <br />bring rates more in line with neighboring agencies. A new fee was implemented to allow Lakeside Pavilion <br />to be split into two sections and be reserved simultaneously by two user groups. <br />DISCUSSION <br />No changes are recommended for refundable deposits or daily fees for filming permits. <br />Staff recommends that the Base Rate for hourly rental fees remains the same for 2024-2025. <br />As per Board approval last year, the percentage of the Base Rate paid by Classes I and II will go up five <br />paints this year to 35% and 60%, respectively, as each did last year. This will continue for the next three <br />years until Class I reaches 50% and Class II reaches 75% of the Base Rate. <br />Staff recommend increasing the Base Rate for pool rentals by $1.70 per lane (a $14.00 increase for the <br />full 8 -lane pool) due to significant increases in operating costs including electricity, water, gas, and <br />chemicals. This would also be more in line with fees charged by neighboring agencies.
